The
CRA regulations implement a five part test of compliance
- A general test of performance
- A lending test
- An investment test
- A service test
- And a community development test for wholesale or
limited purpose banks

- Reduces data collection and reporting burden for
banks between $250M and $1B ("intermediate small banks") in asset size
- The new rules expand the definition of community
development to include activities that revitalize or stabilize designated
disaster areas and distressed or underserved rural areas
Adoption
in final form of the interim amendments conforming the regulation to changes in
census tracts and in the Stds for Defining Metropolitan and Micropolitan
Statistical Areas published by the US Office of Management and Budget in
December 2000 effective 3.28.05
